About Penny Rudy
Penny Rudy is a WA State Licensed, Certified Permanent Cosmetic Technician, Trainer and Artist who is well known, highly respected and has worked in this professional industry since 1999. Penny is trained and certified
in all of the methods of applying permanent cosmetics but primarily uses and teaches the gentle SofTap™ hand method and Nouveau Contour rotary digital machine.
Penny is currently and has been since its inception, an active member of the Advisory Committee Member for the WA State Dept. of Licensing, having helped in the passing of SSB 5391, requiring regulations for the industry to ensure safety and professionalism to the public. She is actively involved in the ongoing safety, educational standards and writing of the regulations for the cosmetic and body tattooing and piercing industries.
She is a past Board Member with the Society of Permanent Cosmetic Professionals and WA State Legislative Delegate, present member in good standing with the SPCP, (Society of Permanent Cosmetic Professionals), certified SPCP Trainer and CPCP. She has been a member of the NAPW, National Association of Professional Women. As a popular national and international industry writer, speaker and educational instructor. She has traveled abroad to Belgium, Australia and South Africa to teach continued and advanced education to many students desiring more education in her field of expertise. Penny feels it is paramount that all industry professionals have and maintain the highest standards, beginning with quality instruction taught by licensed, certified and reputable instructors. She is a strong advocate of continued education and industry specific bloodborne pathogens class certification. She is presently helping regulate current issues regarding Permanent Cosmetic Eyebrow tattooing known as "microblading/microstroking" to ensure that WA State laws and regulations are adhered to and enforced to protect the public's safety. The state of Washington requires all permanent cosmetic tattoo artists to be licensed, insured and take annual bloodborne pathogens classes in order to operate as a legitimate technician and artist. for Your Permanent Cosmetic ProcedureRequired by WA State, renewed annually, to legally perform procedures:
- A WA state “Tattoo Artist License”, publicly displayed and up to date by annual renewal.
- A separate “Shop License”, publicly displayed and renewed annually.
- A “Bloodborne Pathogen” certificate, which focuses on safety & sanitation, annually renewed.
- Personal Liability Insurance Certificate, renewed annually.
Other important things to look and ask for:
- A very clean, separate work room or area with no carpet but a disinfectable floor.
- A sink with ‘hot & cold’ running water in the room or close by to sanitize hands.
- A workroom “dust free and completely disinfected daily” to prevent contamination.
- Good quality before and after pictures of the TECHNICIANS OWN WORK, not copies of someone else’s work, which shows a lack of integrity and is punishable by law.
- Ongoing education is vital to be able to keep skills and information updated. The SPCP or the AAM are good organizations that offer ongoing, continued education. Ask for their certificates of continued education, they will be proud to show them!
- Last but not least, select someone that you feel comfortable with and completely trust their abilities to perform safe and satisfying results. Referrals are great.
